NOTES FOR APPLICANTS
THE SCHOLARSHIPS
The OSI/FCO Chevening Scholarships, which are jointly funded by the Open Society Foundation, the UK Foreign and Commonwealth Office, and the University of Cambridge, are intended to provide opportunities for postgraduate study in selected fields in the United Kingdom for scholars and young professionals who demonstrate both academic excellence and the potential to become leaders, decision makers and opinion formers in their home countries. Applicants should have excellent academic qualifications, a clear and precise proposal describing what they wish to study, and a fluent command of the English language. The scholarships cover all university and college fees for an eligible MPhil degree course for up to one year, travel to and from the UK, and basic living expenses for a single person.

Scholars wishing to apply for these scholarships should obtain information about the relevant degree and its requirements by consulting the University’s Graduate Studies Prospectus, which is available online at the link to the website http://www.admin.cam.ac.uk/univ/gsprospectus/. It is also available in printed form from the local OSF/Soros Foundations Office/Educational Advising Centers.
All applicants must also apply directly to the University for Graduate Admission:
Application forms (GRADSAF) are available from the Cambridge University website http://www.admin.cam.ac.uk/offices/gradstud/admissions/forms/ , which also gives details on how to apply.
It is essential that all MPhil graduate admission forms arrive at the Graduate Admissions Office of Cambridge University by noon on the 31st January 2008 or the individual course deadline, whichever is earliest (with the required supporting materials); any applications received after this date will be disqualified from the Scholarship competition. It is important to note that the Scholarship will not be available for study leading to any other degree or diploma at the University of Cambridge than those listed above.
ELIGIBILITY
Applicants must be citizens of and resident in one of the following countries:
Eastern Adriatic: Bosnia Herzegovina, Croatia, Kosovo, Macedonia, Montenegro and Serbia.
1. Applicants should be planning to return to their home country at the end of the period of study.
2. All applicants must have completed at least four years of university study and have obtained, or expect to obtain, the appropriate degree(s), not later than September 2008.
3. Preference will be given to applicants who have not previously studied outside of their home country
4. Applicants must demonstrate the potential to become leaders, decision makers, and opinion formers in their home country. This requirement will be treated as of considerable importance in the selection process, and applicants should be sure to complete Section 9 of the OSF Chevening Application Form fully and appropriately.
5. Applicants will be required to have passed an English proficiency test (TOEFL or IELTS) before being offered a Scholarship. The minimum requirement for some of the courses available is in TOEFL 600 (250 in the computer-based test) or IELTS 7.0; however most courses require the higher minimum requirement of IELTS 7.5, and some IELTS 8.0. Please refer to the University of Cambridge Graduate Studies Prospectus for further details.
Employees, employee's relatives (or former employees who have left employment less than 2 years before) of FCO (including FCO Posts), the British Council, the Educational Advising Centers or other OSF-NSP representations in the region and the participating Universities will not be eligible to apply for these awards
APPLICATION PROCEDURE FOR ALL SCHOLARSHIPS
Application form
Applicants for all the above-mentioned scholarships should complete the enclosed OSI Chevening Scholarship Application Form and return two copies of it to the local OSF/Soros Foundation Office/Educational Advising Center, along with the required supporting materials listed below by 31st January 2008.
Supporting materials:
Two copies of the following documents should be included with the OSI Chevening Application Form application:
• Official Diploma
• Official academic transcript with grades (original and one copy)
• Certified English translation of academic transcript
• Summary of Diploma dissertation
If your degree course does/did not require a dissertation, please indicate this in section 22 of the application form. Please note that we expect applicants to include a summary even if the dissertation has not yet been submitted.
• TOEFL or IELTS certificate (IELTS preferred)
Applicants who already have a valid certificate should send copies with the application.
Local OSF/Soros Foundation offices will arrange tests for short-listed candidates after the interviews in April, if applicants have not already successfully taken a test in the 2 years prior to the interview.
Test certificates if available must be also sent to the Graduate Admissions Office at Cambridge University. Depending on the course applied for; applicants may be disqualified if this information is not submitted by the application deadline; however in some cases the test results may be submitted at a later date. • Two confidential references
Applicants should ask the referees named on their application form to complete a confidential reference and return it to the local OSF/Soros Foundation office/Educational Advising Center _____________
